Senior Enlisted Leader
Command Sgt. Maj. James H. Carter Jr.
Command Sgt. Maj. James H. Carter Jr. currently serves as the Command Senior Enlisted Leader for the Fort Meade Medical Department Activity. The MEDDAC is responsible for providing medical and environmental services for active duty and retired military personnel and their families, as well as occupational health services to civilian employees within the MEDDAC’s extensive area of responsibility throughout Maryland, Virginia, and Pennsylvania.
Command Sgt. Maj. Carter
entered the United States Army in April of 2006 where he completed Basic Combat Training at Fort Knox, Kentucky and Advanced Individual Training at Fort Sam Houston, Texas earning the Combat Medic Specialist (68W) MOS.

His military and civilian education includes the Basic Leader Course (BLC), Advanced Leader Course (ALC), Senior Leader Course (SLC), Master Leader Course (MLC), Sergeant Major Course (Class 74), Equal Opportunity Leader Course, Sexual Harassment/Assault Response and Prevention, Jungle Operations Course, Master Resiliency Trainer, Company Commander/First Sergeant Pre-Command Course, Division Surgeon Course, AMEDD Junior Leadership Development Course, Air Assault, Small Group Training Instructor Course, Combatives Level 1, Instructor Training Course, Tactical Combat Medical Care Course, Brigade Combat Team Trauma Training, and Emergency Medical Technician Ambulance Course. He earned a Bachelor of Arts in Interdisciplinary Studies from the University of Missouri-Columbia and a Master of Science in Management with an emphasis in Military Leadership from Wilmington University (Delaware). CSM Carter also maintains certifications in Lean Six Sigma – Green Belt (LSS-GB) and Resilience-Building Leadership Professional Trainer (RBLP-T).
Awards and decorations include Bronze Star Medal with Valor Device, Defense Meritorious Service Medal, Meritorious Service Medal (4 OLC), Army Commendation Medal (1 Silver OLC, 1 OLC), Army Achievement Medal (1 OLC), Army Good Conduct Medal (6 knots), National Defense Service Medal, Iraq Campaign Medal (3 stars), Global War on Terrorism Service Medal, Armed Forces Service Medal, Military Outstanding Volunteer Service Medal, Noncommissioned Officers Professional Development Ribbon (Number 5), Army Service Ribbon, Overseas Service Ribbon, Basic Army Instructor Badge, Combat Medic Badge, Air Assault Badge, Driver and Mechanic Badge with Operator, Meritorious Unit Commendation, and Army Superior Unit Award. He is also a member of the prestigious Order of Military Medical Merit (O2M3), Order of Saint Maurice (Infantry), and Sigma Beta Delta Honor Society.
